Supporting service providers within an internationally aligned flag State

The Comoros Maritime Administration provides a clear and internationally aligned framework for authorized service providers supporting vessel registration and maritime compliance.

Through cooperation with the IMO and recognized entities, the Administration ensures regulatory consistency, transparency, and professional oversight across all registry-related services.

Authorized service providers may assist shipowners with the registration of vessels under the Comoros flag, ensuring compliance with applicable legislation and registry requirements.

Registered agents may act on behalf of shipowners in administrative and regulatory matters related to vessel registration and ongoing compliance.

Service providers may form Comoros or Nevis companies for use in ship registration, ownership, or vessel management. Full details are obtained directly from the selected provider.

Authorized service providers and registry support

Details of authorized service providers are available through the Financial Services links page. These providers include authorized persons and registered agents who support ship registration, ownership, and management activities under the Comoros flag.

Service providers may assist owners throughout the registration process and may apply their own professional fees for services rendered.

Maritime resident agents

Service providers may also be appointed as a representative person (Maritime Resident Agent) for a ship. Maritime Resident Agents are required, as stipulated in Clause 6 of the Merchant Shipping Act, for vessels with a length of 24 meters or more.

Where the registered owner is a company established under the Nevis Business Ordinance, the Maritime Resident Agent may be the same as the resident agent of the company. In such cases, the resident agent must formally confirm acceptance of the appointment as Maritime Resident Agent.

Acceptance must be confirmed by a written notice or letter submitted directly to the Registry within 30 days of the vessel’s registration.

In other cases, maritime registrars are encouraged to direct their clients to approved service providers in Union of Comoros, including law offices and company formation agents, to act as Maritime Resident Agents. Proof of appointment must be provided by submitting a letter, agreement, or contract between the service provider and the registered owner within 30 days of registration.

Authorized LSA & FFE service providers

A list of authorized LSA & FFE service providers is available through the Registry. These providers have satisfied the requirements of the Administration of Union of Comoros and have been authorized in accordance with IMO Resolution MSC.402(96) to conduct services for Union of Comoros vessels.

Authorizations are granted for a period of five years and permit approved service providers to perform statutory services in accordance with applicable international and national requirements.

Service provider registration process

Steps to Register

Review eligibility and requirements

Download and review the applicable requirements for service providers, including eligibility criteria, authorization conditions, and relevant regulatory obligations under the Comoros Maritime Administration.

Complete the required application forms

Complete the prescribed application forms and prepare all supporting documentation required for authorization, appointment, or recognition by the Administration.

03

Submit documentation for review

Submit the completed application and supporting documents to the Comoros Maritime Administration or the designated maritime registrar for assessment and approval.
