CERTIFICATE VALIDATION & APPLICATION PROCEDURE
We offer two methods for applying for seafarer documentation:
Applications can be submitted online through our database at ….., provided that login credentials (username and password) have already been issued. This method is currently available only to Maritime Registrars. Registrars who do not have access credentials or have lost them should contact the Seafarers Department via email at info@comorosmaritime.org.
- All other applicants should follow the procedure outlined below.
Seafarers applying for a Continuous Discharge Certificate (CDC) or a Certificate of Endorsement (CoE) from Comoros Maritime must submit the following:
- Two passport-sized photographs with the applicant’s name printed on the reverse
- Valid Medical Fitness Certificate (issued no more than 18 months prior to application)
- Copies of training certificates (required when applying for CDC only)
- Payment and proof of payment of the applicable fees
- Security Awareness Certificate
- Any additional documentation that may be requested during the application process
Additional requirements for Continuous Discharge Certificate (CDC):
Copy of current CDC (for renewal or replacement applications)
Additional requirements for Certificate of Endorsement (CoE):
- Copy of valid Certificate of Competency (CoC)
- Copy of additional endorsements (e.g. GMDSS, Tanker), if applicable
- Proof of sea service (e.g. certificates or relevant pages from seaman’s book showing ranks served)
- Copy of current CoE (for extension applications)

- All information must be completed in CAPITAL LETTERS using black ink or typed format ANAM
- Applicants must sign داخل the designated box, ensuring the signature stays within the lines
- A valid National Passport is required. National ID cards or Seamen’s Passports are acceptable only if officially recognized as travel documents
- Applications may initially be submitted by email (scanned copies of the form and supporting documents) to info@comorosmaritime.org
- Original documents must subsequently be sent via post or courier
- All submitted documents must be clear, legible copies

- Endorsements issued by Comoros Maritime will match the validity of the corresponding certificate, up to a maximum of 5 years
- Applicants for endorsements must hold or have applied for a Comoros Maritime CDC
- Application fees are non-refundable in cases of incorrect or incomplete submissions

- Seafarers working on Comoros Maritime fishing vessels are not required to have STCW-F certificates endorsed under STCW 1978 (as amended), but must apply for a CDC
- Applications may be submitted to the Department of Maritime Affairs, a Maritime Registrar, or directly to ANAM
- Where a Maritime Registrar is involved, original documents must be verified and certified as true copies
- A Certificate of Endorsement will only be issued after full verification of all submitted documents by ANAM
- If any document is found to be fraudulent or cannot be authenticated by the issuing authority, the applicant will be disqualified from obtaining a certificate or endorsement for a period of 10 years from the application date
- Additionally, the applicant may be subject to fines under the Merchant Shipping Act Cap. 7.05
- ANAM will report such cases to the IMO
REVALIDATION OF COE’S
Seafarers may request revalidation of their Certificate of Endorsement (CoE) through ANAM once their national Certificate of Competency (CoC) has been renewed by the issuing Flag Administration.
Revalidation procedure:
- The Maritime Registrar (MR) submits a clear copy of the renewed CoC (via email or fax) to the Seafarers Registration Department at ANAM Head Office
- Payment of the required fees (Q-Form) must be completed
- ANAM verifies the validity of the renewed CoC with the issuing authority
- Once confirmed, ANAM authorizes the MR to update the CoE with a new expiry date
- The MR signs and stamps the reverse side of the CoE accordingly
- Payment and proof of payment of the applicable fees
- A copy of the updated CoE is then forwarded to ANAM Head Office for records
Cases requiring a new CoE application:
If the CoC has been reissued with a different serial or issue number (for example, due to national policy or promotion to a higher rank), it is treated as a new application rather than a revalidation.
Procedure for new CoE issuance:
- The MR reviews the application and may issue a Certificate of Processing an Endorsement (CPE)
- A copy of the CPE along with the CoC is sent to ANAM Head Office
- Payment of the applicable fees (Q-Form) is required
- ANAM verifies the CoC with the issuing authority
- Once validated, a new CoE is issued and forwarded to the MR for delivery to the seafarer

Officer Qualifications
A person is considered qualified as an officer if they hold a Certificate of Competency issued by Comoros Maritime, or a Certificate of Competency that has been properly recognized and endorsed in accordance with the STCW Convention 1978, as amended, in one of the following roles:
- Master
- Chief Mate
- Officer in Charge of a Navigational Watch
- Chief Engineer Officer
- Second Engineer Officer
- Officer in Charge of an Engineering Watch
- Radio Operator
- Electro-Technical Officer (III/6)
Ratings Qualification
Every rating forming part of a navigational watch on a ship of 500 GT or more, excluding trainees and those performing unskilled duties, must hold a Comoros Maritime Certificate or a certificate issued by or under the authority of another MRCW-compliant country.
Similarly, every rating assigned to an engine-room watch, or designated to perform duties in a periodically unmanned engine-room on a vessel powered by main propulsion machinery of 750 kW or more, excluding trainees and those carrying out unskilled tasks, must hold a Comoros Maritime Certificate or a certificate issued by or under the authority of another STCW-compliant country.
Radio communication personnel qualifications
- Every vessel must carry one or more persons qualified for distress and safety radio communications
- Such persons must hold a Radio Operator’s Certificate issued by Comoros Maritime or by another STCW-recognized authority
- One person must be designated by the Master as primarily responsible for radio communications during distress situations
- On vessels operating in Sea Area A1, the designated person must hold at least a GMDSS Restricted Operator’s Certificate (ROC)
- On vessels operating in Sea Areas A1/A2, A1/A2/A3, or A1/A2/A3/A4, the designated person must hold a GMDSS General Operator’s Certificate (GOC)
Other seafarers
Comoros Maritime does not issue Certificates of Competency or require Endorsements for the following seafarers:
- Refrigeration Engineer
- Purser
- Chief Steward
- Cook
- Carpenter
- Storekeeper
- Crane Driver
- Entertainment & Hotel Services Staff
- All of the above personnel are still required to hold a Continuous Discharge Certificate and Identity Document (CDC)
Indian seafarers - INDOS
INDIAN SEAFARERS – INDOS NUMBER REQUIREMENT
In accordance with a bilateral arrangement with the Directorate General of Shipping (DGS) in India, all Indian seafarers applying for Comoros Maritime seafarer documentation are required to hold a valid INDOS number.
The use of the INDOS number enables verification of Certificates of Competency (CoC) through the official system, thereby facilitating a faster validation process and the issuance of Certificates of Endorsement (CoE).
All applicants are required to comply with this requirement.
