SEAFARERS CERTIFICATION & COMPLIANCE

It is mandatory for all seafarers serving onboard a Comoros Maritime flagged vessel to hold a “Continuous Discharge Certificate and Identity Document (CDC)”, also known as a Discharge Book or Seaman’s Book, issued by Comoros Maritime, which records their training and sea service.

A Comoros Maritime Certificate of Endorsements (CoE), confirming compliance with the requirements of the 1978 STCW Convention, is issued by a competent authority or another party to the STCW Convention and is recorded in the CDC in accordance with Regulation I/10 of the STCW Convention, as amended.

STCW RECOGNITION & ELIGIBILITY REQUIREMENTS

The 1978 STCW Convention requires all Parties to establish procedures for recognizing STCW certificates issued by other Parties, ensuring that all officers and ratings serving onboard a vessel hold properly recognized and endorsed qualifications. Regulation I/10 specifically requires SKANReg to ensure that such recognition procedures are in place. Records of issued endorsements, completed training, qualifications, and sea service are maintained in the CDC and apply to all shipboard personnel, including ratings.

Seafarers applying for a Comoros Maritime Certificate of Endorsements or CDC using certificates issued by or under the authority of a non-Party to the STCW Convention will not be recognized.

Steps to Register

Download and review the applicable registration procedures and eligibility requirements relevant to the vessel type and intended registration.

Complete the required application forms

Prepare and complete the prescribed application forms together with all supporting documentation required for registration.

Submit documentation for review

Submit the completed application and supporting documents to the Comoros Maritime Administration, an authorized maritime registrar, or an approved service provider for assessment and approval.
