CREW AGREEMENT REQUIREMENTS

The Crew Articles of Agreement to be used onboard Comoros Maritime vessels are provided in the relevant documentation. Shipowners and Masters are required to familiarize themselves with Part V of the Merchant Shipping Act Cap. 7.05, with particular attention to the provisions concerning crew engagement, discharge procedures, and wage regulations.

FRAUD CONTROL & DOCUMENT REPLACEMENT POLICY

POLICY FOR FRAUDULENT APPLICATIONS

Comoros Maritime is required to verify the authenticity of certificates issued by other administrations for seafarers serving onboard its vessels.

In line with Regulation I/10 of the STCW Convention (as amended), Comoros Maritime ensures that all foreign-issued certificates are valid by conducting checks with the relevant issuing authorities.

If a certificate is confirmed by the issuing authority to be fraudulent, forged, or invalid, the Maritime Registrar, Ship Owner, or Manager will be notified. In such cases, no Certificate of Endorsement (CoE) will be issued. The Ship Owner or Manager will be instructed to immediately remove the seafarer from their assigned duties and arrange for their disembarkation at the next available port.

As outlined under Regulation I/5, Paragraph 3.3, any individual who secures employment through fraudulent or forged documentation for a position requiring certified qualifications is in violation of the regulations.

In the event that a Continuous Discharge Certificate (CDC) or Certificate of Endorsement (CoE) is lost or damaged, the following procedure must be followed to obtain a replacement:

The loss or damage should be reported immediately to Comoros Maritime, the Maritime Registrar, or the Ship Owner so that the document can be cancelled. This step is required before a replacement can be issued. A replacement fee will apply.

Download and review the applicable registration procedures and eligibility requirements relevant to the vessel type and intended registration.

Complete the required application forms

Prepare and complete the prescribed application forms together with all supporting documentation required for registration.

Submit documentation for review

Submit the completed application and supporting documents to the Comoros Maritime Administration, an authorized maritime registrar, or an approved service provider for assessment and approval.
