Legal framework governing vessels under the Comoros flag

This section provides access to the national legislation, regulations, and statutory instruments governing vessels registered under the Comoros flag.

All documents are issued and maintained in alignment with international maritime conventions and applicable standards. The legislation outlined here defines the legal basis for registry operations, vessel compliance, safety, security, and environmental protection. Documents are made available for reference and may be updated in accordance with legislative or regulatory developments.

Registration procedures

Initial registration

Applications for vessel registration (provisional, permanent, or special-purpose registration) may be submitted through the Administration’s authorized maritime registrars, approved service providers, or directly to the Comoros Maritime Administration. Quotations for registration services may be obtained by submitting a written request specifying the registration service required. Application forms, together with the list of required supporting documentation, are available for download on this website. For provisional registration, completed forms and documents may be submitted electronically.

Provisional registration

Vessels accepted for standard registration are initially granted provisional registration for a period of six (6) months. This period allows the registered owner to compile and submit all original documentation in accordance with the applicable registration procedures. The date on which a vessel is first registered is referred to as the Date of First Registration (Anniversary Date). This date is used to determine the due dates for annual fees and the validity periods of statutory certificates. Upon completion of all requirements, provisional registration may be upgraded to permanent registration for a period of four (4) years from the Date of First Registration. Annual fees apply from the Anniversary Date regardless of whether the vessel is provisionally or permanently registered.

Special-purpose registration

Special-purpose registration is available for delivery voyages or single, non-recurrent voyages. This registration is valid for a period of three (3) months and is not extendable. The special-purpose registration process is simplified and expedited. In most cases, registration can be completed within one working day, provided all required documentation is correctly submitted at the time of application. Applicants seeking registration under this procedure should contact the Comoros Maritime Administration, an authorized maritime registrar, or an approved service provider for further details and applicable fees.
