MARITIME LABOUR CONVENTION (MLC 2006) – REQUIREMENTS & COMPLIANCE PROCEDURES
The Maritime Labour Convention, 2006 establishes the right of every seafarer to:
– A safe and secure workplace that meets safety standards
– Fair terms of employment
– Decent working and living conditions onboard
– Health protection, medical care, welfare measures, and social protection
The Convention entered into force globally on 20 August 2013.
Comoros Maritime has implemented the MLC 2006 through national legislation under the Merchant Shipping (Maritime Labour Convention, 2006) Regulations 2013.
The materials provided on this website are intended to support shipowners in meeting their obligations. While not exhaustive, they complement the MLC Regulations, which take precedence at all times. Maritime Circular MC/51/13 provides further guidance on implementation and will be updated as necessary based on developments and operational experience.
Comoros Maritime Procedure for MLC Compliance
Shipowners must submit an application through a Maritime Registrar to Comoros Maritime using Application to obtain a ship-specific Declaration of Maritime Labour Compliance (DMLC) Part I. A fee is applicable.
The DMLC Part I is issued electronically as a PDF and sent to the shipowner, manager, or Maritime Registrar. Hard copies are not normally provided.
To prepare for initial MLC inspection, shipowners or managers must complete DMLC Part II, following the guidance in Appendix B5-1 of the MLC 2006. Assistance may be sought from the Recognised Organisation (RO).
The completed DMLC Part II must be submitted together with DMLC Part I to the Recognised Organisation for review and approval.
Further requirements regarding interim and renewal surveys, changes of flag, or class are detailed in Maritime Circular MC/51/13.
Information for Maritime Administrations
Comoros Maritime acts as the focal point for the receipt of certificates and documentation during a change of flag, in accordance with Regulation 5.1.3 and Guideline B5.1.3 of the Convention. Maritime Administrations should forward all relevant documents to Comoros Maritime during such transitions and may contact the International Registrar for additional information when required.

How to Register
Through a Maritime Registrar
Applications for vessel registration may be submitted through the Administration’s global network of Maritime Registrars. Your nearest Registrar will guide you through the registration process and confirm the applicable requirements. A complete list of authorized Maritime Registrars is available on this website.
Through an Authorized Service Provider in St. Kitts & Nevis
Applicants may also register through an authorized Service Provider based in St. Kitts & Nevis. Service Providers can assist with completing application forms, preparing documentation, and coordinating submissions in accordance with registry requirements.
Through the SKANReg Head Office
Alternatively, applicants may submit registration applications directly to the International Registrar of Shipping & Seamen at the SKANReg Head Office. Required application forms and supporting documentation may be downloaded from this website and submitted electronically for provisional registration.
