Comoros Data Centre Compliance, Certification & Data Centre Procedures – Maritime
Under the SOLAS Convention (Chapter V, Regulation 19-1), Long-Range Identification and Tracking (LRIT) is mandatory for passenger vessels (including high-speed craft), cargo ships of 300 GT and above, and Mobile Offshore Drilling Units (MODUs). These vessels are required to automatically transmit their identity, position, and timestamp at least four times per day.

Comoros Data Centre Compliance Requirements
Ships built after 31 December 2008 must be equipped with compliant LRIT systems upon construction. For vessels built prior to this date, implementation is phased based on operational areas. Ships certified for GMDSS Sea Areas A1 & A2 or A2 & A3 must comply no later than their first radio survey after 31 December 2008. Vessels operating in Sea Area A4 must comply by their first radio survey after 1 July 2009.
Exemptions apply to ships operating exclusively within Sea Area A1 if they are fitted with an Automatic Identification System (AIS). However, vessels operating in coastal Sea Area A2 without Inmarsat C capability must install an approved LRIT terminal. Ships navigating polar regions (Sea Area A4, above 70° latitude) must use non-Inmarsat equipment compatible with a low-earth orbit communication service provider (CSP), approved by the Flag Administration in coordination with its designated Application Service Provider (ASP).

Comoros Data Centre Conformance Testing & Certification
Shipowners are required to contact one of the approved Application Service Providers (ASPs) to carry out conformance testing of their LRIT equipment. The ASP will conduct the necessary testing, and the associated fee must be paid directly by the Owners to the ASP. Upon successful completion, the ASP will issue a Conformance Certificate to the vessel, with a copy provided to Maritime. Maritime does not issue Conformance Certificates; these are solely issued by the ASP.
Comoros Data Centre Data Centre Monitoring & Survey Notification Requirements
Our LRIT Data Centre Portal is used to actively monitor vessel movements. During the first Safety Radio Survey following 31 December 2008, the Recognised Organisation (Class Society) will verify that the LRIT equipment is functioning correctly and configured to transmit the vessel’s position four times daily to Securewest, acting as the National Data Centre.
Accordingly, at least seven (7) days prior to the scheduled Safety Radio Survey, Owners must notify Fulcrum via email at info@comorosmaritime.org, confirming the survey date. This allows Fulcrum to remotely activate (poll) the LRIT equipment and ensure transmission of the vessel’s position is established in advance.
These procedures also apply to vessels registering under Maritime.
